Saudi Rent Increase & Renewal Rules Checker

Answer six questions about your Ejar contract and get a plain verdict: can the rent go up, when could an increase take effect, and which notice dates matter. Includes the Riyadh five-year rent freeze.

Rules checked October 2026. Rental rules change, so confirm your situation on the Ejar platform or with REGA before acting. This checker gives general information about the published rules, not legal advice.

The Two Rules That Decide Almost Every Rent Dispute in Saudi Arabia

The first rule is national and sits inside every Ejar unified contract: the rent you signed for is fixed for the full contract term. A landlord cannot raise it halfway through, whatever the market does. An increase can only be proposed when the contract comes up for renewal, and it runs through Ejar. The landlord submits a change request at least 90 days before the contract ends, the tenant accepts or declines, and declining means the contract does not renew at the higher figure. If neither side asks for a change and neither side gives notice, the contract renews by itself on the same rent. Stopping that automatic renewal takes a notice from either side at least 60 days before the end date.

The second rule covers Riyadh only, and it overrides the first one until 2030. On 25 September 2025, provisions approved by the Council of Ministers and a Royal Decree suspended annual rent increases for residential and commercial contracts inside Riyadh's urban boundary for five years. REGA's announcement is plain about the scope: the suspension applies to existing and new contracts, landlords may not increase the total rental value agreed in either, and a vacant unit that was rented before goes back on the market at the rent in its last Ejar contract. A unit rented for the first time is priced by agreement, and that agreed figure then becomes its frozen level.

Renewal protection in Riyadh

During the freeze, a Riyadh landlord can refuse renewal only for non-payment, a structural defect that affects safety, or personal use by the landlord or a first-degree relative. The personal-use ground needs at least 365 days of notice. Wanting a higher rent from a new tenant is not a ground.

Penalties with real weight

Charging above the frozen rent in Riyadh is a breach of the provisions. REGA states the fine can reach the value of 12 months' rent, with compensation on top, and an increase written into a renewal letter does not become enforceable just because it was sent.

Why the Ejar registration question comes first

Every protection above is anchored to the rent recorded on Ejar. The registered contract is the record REGA works from, it fixes the frozen level for a Riyadh unit, and it is the proof of what you owe. A paper-only agreement leaves the tenant arguing from screenshots and receipts. If your contract is not on Ejar, getting it registered is step one, before any argument about increases.

How to use this checker

  1. Tell it whether the contract is on Ejar, the contract type, and the city.
  2. Say whether the increase is being demanded mid-contract or at renewal, and add your contract dates.
  3. Enter the current rent and the proposed rent to see the size of the increase being asked for.
  4. Read the verdict, then the step-by-step reasoning and the notice deadlines that apply to your dates.

Frequently Asked Questions

No. Under the Ejar unified contract, the rent agreed at signing is fixed for the whole contract term. An increase can only be proposed at renewal, and only through the Ejar process.
No. From 25 September 2025, annual rent increases are suspended for five years for residential and commercial contracts inside Riyadh's urban boundary. The suspension covers existing and new contracts, so a renewal cannot carry a higher rent during the freeze.
Five years from 25 September 2025, so it runs until 25 September 2030. The Real Estate General Authority (REGA) can extend the same provisions to other cities with further approvals, but as of October 2026 the freeze applies to Riyadh only.
Only on limited grounds: non-payment, a structural defect that affects the property's safety, or the landlord needing the unit for personal use or for a first-degree relative. Personal use requires at least 365 days' notice. Refusing renewal just to re-let at a higher rent is not allowed during the freeze.
There is no fixed percentage cap. The landlord submits a change request through Ejar at least 90 days before the contract ends, and the tenant accepts or declines. If the tenant declines, the contract does not renew at the higher rent. If nobody requests a change, the contract renews automatically on the same rent.
Either side can stop an automatic renewal by giving notice at least 60 days before the contract end date. If no notice is given, the Ejar contract renews on the same terms, including the same rent.
The published protections are built around Ejar-registered unified contracts, and an unregistered lease is hard to enforce. Register the contract on Ejar so the agreed rent is on record; the registered rent is the figure the authorities work from in a dispute.
An increase above the current rent is not enforceable during the freeze, and breaching the provisions can be fined up to the value of 12 months' rent, plus compensation. Keep the renewal notice and messages, and raise the case through REGA.
